PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide cutting tool having a hard coating layer displaying excellent wear resistance in high speed deep cutting.;SOLUTION: This cutting tool has the hard coating layer constituted of a lower part layer and an upper part layer on a surface of a cemented carbide base body made of a cemented carbide alloy or cermet. The lower part layer is constituted of a Ti compound layer having total average layer thickness of 0.5 to 15 μm. The upper part layer is constituted of an upper part inner peripheral layer and an upper part outer peripheral layer. The upper part inner peripheral layer satisfies a specified composition formula: (Al1-XCrX)2O3, and is a composite oxide layer of Al and Cr having average layer thickness of 0.5 to 13 μm. The upper part outer peripheral layer is constituted of an alternately multi-laminated layer formed by alternately laminating a thin layer A having average layer thickness of 0.1 to 0.8 μm and a thin layer B having average layer thickness of 0.1 to 0.6 μm and having total average layer thickness of 2 to 10 μm. The thin layer A is constituted of an oxide layer of yttrium (Y), and the thin layer B is constituted of a composite oxide layer of Al and Cr satisfying the specified composition formula (Al1-XCrX)2O3.
