PPROBLEM TO BE SOLVED: To provide a means capable of determining synonymous words of an action in a specified place. PSOLUTION: The synonymous word extraction system 10 comprises a place/action reading part 41 extracting a domain and a task from a task ontology 20; a synonymous word expansion part 42 expanding the task to the task itself and synonymous words thereof using a synonymous word dictionary 21; a Web retrieval part 44 retrieving Web pages with combinations of the synonymously extended tasks with the domain as query; a state expressing word candidate extraction part 45 extracting state expressing word candidates from each page of the retrieval resu a co-occurrence degree calculation part 46 calculating co-occurrence degrees of state expressing words; a state expressing word determination part 47 determining those effective as a state expressing word based on the co-occurrence degrees; a state dependent synonymous word determination part 48 determining state dependent synonymous words of the task of the domain from the similarity of the state expressing words; and a synonymous word writing part 49 writing the state dependent synonymous words in a synonymous word table 24 so as to be associated with the domain and task of the task ontology.
