PROBLEM TO BE SOLVED: To improve lubricity by supplying an emulsion to which a surfactant which is the same kind as the emulsion of a 1st supply system and has a lower concentration-to-oil is added and which is adjusted so as to become an average grain size larger than that of the emulsion from the 2nd rolling mill lubricant supply system onto the upside and underside of a steel sheet.;SOLUTION: Warm water, crude oil and surfactant are fed to the storage tank 1 of the 2nd rolling mill lubricant supply system from each tank 2, 3, 4 after adjusting their supply quantities with flow regulating valves 6a, 6b, 6c so as to be prescribed oil component concentration and concentration-to-oil of the surfactant. The concentration of the emulsion in the storage tank 1 is defined as 4-15% and, in the case of a cationic dispersion type surfactant, the concentration-to-oil is defined as 0.005-0.2% to 0.5% in the 1st rolling mill lubricant supply system. By sufficiently stirring it with an agitator 7, the average grain size of the emulsion in the storage tank 1 is adjusted to 20-40 μm. This emulsion solution is supplied to the upside and underside of a strip 21 from headers 10a, 10b through a rolling mill lubricant supply line 9a.;COPYRIGHT: (C)2000,JPO
