PPROBLEM TO BE SOLVED: To prevent any erroneous operation due to the noise of the hot-line insertion and extraction of an operation/standby system. PSOLUTION: Operation system devices 70-1 to 70-N respectively connect itself to a bus 40 in every fixed time by a switch 712, and outputs information to instruct heart beat toggle through the bus 40 to a standby system device 80, and inputs information to instruct reset assert from the standby system device 80, and resets the inside. When the information to instruct the heart beat toggle in every fixed time is not input from the operation system devices 70-1 to 70-N through the bus 40, the standby system device 80 recognizes that any of the operation system devices 70-1 to 70-N is defective, and outputs the information to instruct reset assert through the bus 40 to the operation system devices 70-1 to 70-N whose defectiveness is recognized, and operates as a new operation system instead of the operation systems 70-1 to 70-N whose defectiveness is recognized.
