PPROBLEM TO BE SOLVED: To provide a method of billing the rental charge of a countermeasure device against an instantaneous drop/power failure and a system for billing the rental charge of the countermeasure device against the instantaneous drop/power failure, which enable a consumer to easily introduce the countermeasure device against the instantaneous drop/power failure countering device. PSOLUTION: To protect the electric installation 2 of the consumer J, this system monitors the operating situation of the countermeasure device 3 against the instantaneous drop/power failure which is sold or lent at a low price to the consumer J from a maker M by means of a monitor 5, and also sends data on the operating situation to a totalizer 9 of maker M. Then, the totalizer 9 divides the charge of the device and bills it periodically according to the number of times of having prevented the occurrence of damage by an instantaneous drop/power failure accident, that is, the number of times of the occurrence of the instantaneous drop/power failure accident. Therefore, the consumer J has only to pay the rental charge geared to the use frequency of the device, and he/she need not pay a large amount at the introduction of the device. Moreover, the consumer comes to pay a counter value based on the actual result of the avoidance of damage by the occurrence of the instantaneous drop/power failure after the introduction of the device, so that he/she can easily introduce the instantaneous drop/power failure countering device.
