PROBLEM TO BE SOLVED: To provide a method of looking for an advertisement providing destination conforming to the budget condition of an advertiser and capable of expecting higher effect.;SOLUTION: This advertisement providing deciding method includes a step for receiving the information related to advertisement budget condition (for example, a budget sum and the number of times) from an advertiser terminal, a collecting step for collecting the number of practical users per each advertisement destination candidate and for storing it in a memory device, and a step for extracting the advertisement providing destination candidate in order from a large number of practical users within an obtained advertisement budget condition and for transmitting the extracted advertisement providing destination candidates to the advertiser terminal. For example, active condition of a group can be grasped by collecting the number of people (practical users) practically using the service such as a home page, a BBS, and a mailing list of an advertisement providing destination candidate as a group of the people having the same hobby, and an advertisement is presented to a more active group within a range of the budget condition.
