PROBLEM TO BE SOLVED: To enable each client to individually switch a composite image and a specific individual image under a prescribed bit rate, and also, to realize high-definition display of an individual image in a communication conference system.;SOLUTION: When a client requests the display of the composite image, a server device composites a scalable bit stream with a bit stream composition processor 13, and after that, transmits encoding data after cutting them so as to fit into the designated bit rate by a bit rate transcoder 16.
