PPROBLEM TO BE SOLVED: To efficiently encode an image without causing a visible color shift. PSOLUTION: The image compressing device which compresses color image data composed of a plurality of blocks, includes: a resolution determination processing part 142 for preparing resolution information by adaptively determining a resolution for reduction for each block according to a predetermined criterion with respect to each of component image data in the color image data; a data preparation processing part for preparing data resulting from reducing the blocks as needed; and a reduced data encoding processing part and a non-magnified data encoding processing part for encoding the data prepared by the data preparation processing part. The resolution determination processing part 142 prepares the resolution information by determining the resolution for each block in accordance with the extent of influence to be exerted when converting each of the component image data from the first color space of the color image data into a second color space different from the first color space.
