PROBLEM TO BE SOLVED: To provide a hierarchical right content acquiring device and a hierarchical right verifying device, which can generally express right, can sufficiently improve description and correction efficiency when similar right is defined and the processing efficiency of a large quantity of similar rights and can flexibly group the rights. SOLUTION: A control part 31 acquires right definition from a right definition accumulation part 32 based on right definition specification information included in a content acquiring request, converts right definition into an inner system which the control part 31 can process. Information is acquired from the inner system based on right definition constitution element specification information included in a content acquiring request and is returned to a call source as a processing result with respect to the content acquiring request. When a constitution element shown by right definition constitution element specification information is not included in the inner system, the constitution element shown by right definition constitution element specification information is acquired from any right definition shown by right definition reference information and returned as the processing result of the content acquiring request.
