PROBLEM TO BE SOLVED: To provide a band setting controller that can simply revise a transmission band of a data transmission channel between a switch station and a contents server or a viewer terminal into a transmission band that is suitable for a utility service by a manager of the contents server and users of the viewer terminals. SOLUTION: In a communication system where the contents server 20 transmits contents information to the viewer terminals 30 by using prescribed transmission bands, a band setting control section 64 is provided with a means 65 that receives an update desirable value of a transmission band requested by the viewer terminals 30, a priority band control section 66 that compares the received update desirable value of the transmission band with a transmission band capacity of the data transmission channel and assigns the update desirable value of the transmission band to the viewer terminals 30 according to a prescribed priority, and a band deficiency processing section 67 that applies band deficiency processing to the viewer terminals 30 to which no update-desirable value of the transmission band is assigned.
