The system has solar tracking tilting elements (4, 5) supported on photovoltaic cell panels (17) and a glass coated semi-reflective material (19). A skylight is penetrated into a building by a transparent spherical cap. A solar radiation unit illuminates the tilting elements on the photovoltaic cell panels. An automatic solar tracking system is provided on the photovoltaic cell panels. The tilting elements are provided in a closed state on a dome-shaped structure (1) during heavy wind.
