When spreading vector font data into bit map data, it is possible to prevent collapse in a small number of bits which deteriorates readability. By using a minimum information DB (423) in which the smallest shape is defined for each of the character constituents according to a character data generation program and its data (42) or information for acquiring the minimum shape is stored, it is possible to detect collapse of constituents by comparison with the minimum shape when enlarging or reducing the character size. Moreover, ratio adjustment means (202) applies an enlargement/reduction ratio separately for each of the constituents so as to maintain at least the minimum shape. Constituent superimposing means (203) superimposes constituents in a predetermined priority. Thus, it is possible to generate character data while maintaining the balance of size of the constituents and preventing collapse.
