A surface coating method for hydrophobic and super hydrophobic treatment by using atmospheric pressure plasma is provided to reform the surface of an object by controlling the treatment speed and treatment times and to regulate the deposition speed of poly-fluorocarbon by selecting one of scanning, roll-to-roll, and reel-to-reel transportation systems according to the kind of the object. The surface coating method for hydrophobic and super hydrophobic treatment by using atmospheric pressure plasma comprises the steps of: generating first atmospheric pressure glow plasma by supplying the reactive gas including hydrogen gas, fluorocarbon gas, and inert gas to a discharge space(406) formed between first and second electrodes(402,403) connected to an RF(Radio Frequency) power source(400) of an atmospheric pressure plasma generator and making an object(420) approach the first electrode at the lower part of the flow of the reactive gas passing through the discharge space to form a fluorocarbon coating layer on the surface of the object by generating second atmospheric pressure glow plasma by transiting the plasma generated from the discharge space in a space between the first electrode and the object.
