A dynamic bandwidth allocation device and method in an EPON(Ethernet Passive Optical Network) and an EPON master device using the device and the method are provided to periodically collect reports for plural ONUs(Optical Network Units) registered within the EPON, thereby dynamically allocating grants in a short time without calculations of a CPU(Central Processing Unit) or a DSP(Digital Signal Processor) when gate frames are generated. Overall grant length assignable for a preset grant allocation period is confirmed in every grant allocation period(S110-S130). Based on report frames received from all ONUs within an EPON, each ONU sets requirements for grant length essential for uplink data transmission(S140). Until the remaining amount of the assignable overall grant length becomes 0 or the grant length distributed to all of the ONUs is more than the set requirements of the grant length, the grant length is subtracted from the overall grant length in basic unit and is sequentially distributed to each ONU(S150). If the remaining amount becomes 0 or the distributed grant length is more than the requirements, the grant length of each ONU distributed so far is set to a grant length allocation value of the corresponding ONUs(S160).
