The dam using an environment-friendly method of construction for purifying polluted water and discharging soil easily by installing a drainage system of the whole cross section and the whole width of a water channel comprises a dam structure(100) composed of an upper dam structure(110) and a lower dam structure(120), and many supports(130) placed between the upper dam structure and the lower dam structure and extended longitudinally from the reservoir side to the drainage side to form a water channel(140) in a space between the upper dam structure and the lower dam structure, and a water gate(200) installed to the reservoir side of the water channel to open and close the water channel over the whole cross section and the whole width of the water channel and composed of unit water gates(210) which are provided with many guide grooves and connected with each other by packing members to be movable. In addition, a winch(320) for lifting up a water gate is installed between winches(310) for guiding a water gate of the upper dam structure and connected with a water gate lifting bar(321) connected with the top of the water gate to be reciprocable vertically.
