A fairness control method based on fair bandwidth redistribution for resilient packet ring is provided to exactly and fairly redistribute the available speed of a bottleneck link by notifying top nodes of estimated optimal fair speed, thereby minimizing a bandwidth loss of the bottleneck link and improving intermittent characteristics of available ring traffic. A fairness control method based on fair bandwidth redistribution comprises the following steps. A congestion generated node estimates the number of active top nodes whose speed is insufficient with a value obtained by dividing congestion flow transmission speed sum increment of active top nodes by fair speed applied to the current cycle(303,304). A congestion generated node calculates a value obtained by dividing the available speed of a bottleneck link measured in the current cycle by the number of the measured speed shortage active top nodes, as fair speed increment, and calculates optimal fair speed with a value obtained by adding the calculated fair speed increment to the fair speed, applied to the current cycle, when bandwidth redistribution is not stopped, and notifies a congestion generated notification packet including the optimal fair speed instead of the minimum fair speed to the top node(305~307). The bandwidth redistribution is stopped if the available speed of the bottleneck link, measured in the congestion generated node, is the same as an objective value or lower than that, and if not so, the bandwidth redistribution is repeated(302).
