A metal-impregnated polymer electrolyte membrane is provided to have remarkably reduced methanol permeability and improved ion conductivity and to produce a fuel cell having excellent voltage and power density characteristics according to current density. The metal-impregnated polymer electrolyte membrane is manufactured by the steps of: impregnating a polymer electrolyte membrane with a metal precursor using supercritical fluid; and reducing the metal precursor impregnated in the polymer electrolyte membrane. The supercritical fluid is at least one selected from carbon dioxide, methane, ethane, ethylene, nitrous oxide, ammonia, and methanol. The metal precursor is an organic ligand compound of a transition metal element.
