A system for managing connection to Internet sites through user authentication and management is provided to allow a user to connect to the permitted Internet sites by using an authentication procedure and allow the user to exceptionally connect to the non-permitted Internet sites by requesting connection permission for the non-permitted Internet sites. A user information collector(11) collects basic user information from external data. A user information repository(16) stores the collected information. A registration system(12) determines registration of the user by using the collected information. An authentication system(13) allows the registered user to connect to the sites. A blocking system(20) comprises a user authentication information manager(21) managing user authentication information and site blocking exception information, and a blocking system(22) checking whether the connected user is authenticated or not. In case that the user tries to connect to the specific site, the blocking system blocks the connection to the site by determining whether the site is the permitted or blocked site.
