The device has cells that are electroporated in a tissue medium by an ultra-short high voltage impulse to maintain a state over integrity of membranes and energetic condition over a measurement of active electrical characteristics. A high voltage generator generates a voltage of 150 kilovolts and applies to an outer pair of electrodes, where the voltage is measured and registered over monitor electrodes (6) after a stimulation of a vital biological tissue. A coaxial cable (2) is loaded by a transverter (1) over an object that is placed between electrodes (7) that are adjusted to bars (4).
