The method involves calculating a preliminary quantization parameter for each group of pixels in an image so as to minimize a variation in reconstruction quality between the groups when the parameters are used for coding the image with a specific number of bits which is less than another specific number of bits. A final quantization parameter, which is less than or equal to the preliminary parameter, is calculated for each group by reallocating a bit difference between the number of bits to the groups as a function of their content and perceptual interest. Independent claims are also included for the following: (1) a device for determining a quantization parameter for each group of pixels in an image (2) a computer program product comprising program code instructions for performing a quantization parameter determining method.
