The device has a swinging seat including a bottom provided with two water stop ends opposite to two outlet holes defined on a coupling unit (50) with a concaved bounded space. The coupling unit is equipped with a pair of vertical boards. An operation unit includes an action stick operable inside the bounded space to limit the swinging angle of the action stick within the bounded space in a water inlet switching operation, where the action stick moves against a push end (524`) of the bounded space to produce a built-up force.
