The device has a retention tank (2) and a base (1) forming an assembly and comprising steps and access ladder. The tank is placed on the base and has upper and lower corner parts (11, 12) allowing to place a damaged package e.g. container. The corner parts of the base conform to French association for standardization HF H90-002 international transport standard. The tank has locks integrated with each other and manipulated by cables placed at the exterior of the tank. The locks permit to integrate the placed package. A detachable rigid or flexible roof (3) is provided.
