The device has upper and lower propellers (1,2) including blades with dissociate function and acting in a concomitant manner simultaneously in a horizontal plan. Each of the propellers is entered in a ring (3) and is integrated by an end of the blades. The propellers are integrated with a body of the device by a chassis (4). A console (6) is fixed on an inner face of the ring. Ailerons (7) are hooked with the console, and assures the propulsion and the orientation of the device.
