The installation has a rolling frame (2) forming a case which delimits a loading zone (28) accessible by doors (26, 27) of the frame for introducing a container. The frame is equipped of wheels (29) by which the frame rests on ground. A rocking lever (4) arranged in the zone is mounted on the frame around a horizontal axis between low gripping and high emptying positions of the container. The rocking lever includes rails (42) that grip with a rolling chassis of the container. An electric actuator and a control unit (5) pivot the lever between the positions. An independent claim is also included for an assembly comprising a movable installation for raising and reversing a residual material container.
