The device has a vertical axis wind turbine (1) with a large diameter and a peripheral enclosure (2) with sectors (8-10). The sector (8) is closed by a thin wall impermeable to the air. The sectors (8, 9) have a length of around quarter of periphery. The sector (9) has an automatically orientable shutters (14) changing air flow on blades (4). Position of the shutters is adjusted with wind force, by using servomotors in a range starting from a maximum opening position to a complete closing position. The sector (10) is on the remaining periphery along a radial direction of the turbine.
