PROBLEM TO BE SOLVED: To provide an evaluation method of water to be treated in a membrane separation device by which the quality of the water to be treated supplied to the membrane separation device can be evalueted highly precisely, and to provide a water treatment method and a water treatment device capable of stably operating the membrane separation device over the long term by operating the device based on the evaluation result to preliminarily prevent the permeation flux of the separation membrane from being deteriorated.;SOLUTION: The water to be treated containing membrane fouling substances is sequentially treated in a device for treating membrane fouling substance 1 and the membrane separation device 2. The membrane fouling substance in condensed water from the membrane separation device 2 is measure by a device for measuring condensation of membrane fouling substance 3. The device for treating membrane fouling substance 1 is controlled by a controller 4 based on the measurement result.
