PROBLEM TO BE SOLVED: To quickly determine whether or not a packet can pass through a certain link when determining whether or not the packet can pass through the link from a certain point (a terminal, a router or the like) of a network.;SOLUTION: It is determined whether or not the packet transmitted from a terminal (2) connected to the network in which the transmitting direction of the packet is determined based on a destination described in the packet can pass though the link (5) of the network. Here, a passing packet repeater (3₁) is specified before two packets arriving at packet repeaters (3_n-1, 3_n), (R2, R3) being end points of the link (5), respectively, arrive at one of the end points of the link (5), respectively.
