PPROBLEM TO BE SOLVED: To provide a method for easily regenerating submerged plant clusters at a low cost even in a large-scale lake through giving almost no adverse effect on an ecosystem, and consequently, purifying water quality in a closed water area. PSOLUTION: This method for regenerating the submerged plant clusters comprises setting in a water area, a fence 1 which isolates part of the water area from the other part, growing submerged plants 2 in the isolated water area (a), and repeating a process of appropriately expanding the area of the water area (a) isolated by the fence 1 when the clusters of the submerged plants 2 flourish to a prescribed area in the isolated water area (a) and continuously growing the submerged plants 2. The fence 1 can prevent inflow of contaminated water around a place where phytoplankton such as water-bloom appear or contaminated water to easily generate phytoplankton such as water-bloom, and block waves, so it is possible to surely grow the submerged plants 2 in the fence 1 to form clusters, and gradually expand the flourishing area by expanding the fence 1.
