PPROBLEM TO BE SOLVED: To provide a scale development inhibitor, etc., capable of being produced inexpensively and by a simple production system and capable of sufficiently inhibiting the development of the scale in a green liquor production system. PSOLUTION: This scale development inhibitor comprises a polymer having a carboxyl group or its salt, and a compound having phosphono group or its salt. By introducing the scale development inhibitor into fluid in the green liquor production system containing calcium ion, it is possible to inhibit the precipitation of calcium salts and inhibit the development of the scale sufficiently.
