PPROBLEM TO BE SOLVED: To measure insulation resistance or leakage current with accuracy, in a short period of time. PSOLUTION: An insulation resistance measuring apparatus is equipped with a constant-voltage power supply 1; a constant-current circuit 2; an on-off circuit 3; a leakage current amplifier 4; an A/D converter 5; a data processing unit 6; a constant-current absorbing circuit 7; a constant-current bleeder circuit 8; and a short circuit 9. The constant-voltage power supply with an internal resistance of 1 k or smaller and the constant-current circuit 2 are used to apply a constant voltage and constant current to a capacitor to be measured C1 for only a short period of time. As a result, a measurement of insulation resistance of a capacitor which requires one minute by using a measuring method standardized by JIS, and measurement of leakage current of the capacitor, which requires five minutes by using a measuring method standardized by the JIS, can be carried out for a short period of time that is one second or shorter, respectively, and throughput of its testing step can be improved.
