PPROBLEM TO BE SOLVED: To provide a visually handicapped person guide device or the like which guides a visually handicapped person to a proper traverse start position (center part) at the entrance of a pedestrian crossing or the like. PSOLUTION: Detecting light is individually radiated to a plurality of segmented areas 30a to 30j into which an area around the entrance of a pedestrian crossing 2, and it is detected whether light is reflected from a reflector provided on a white walking stick 40 or not in each segmented area, and a guide signal (light modulated) on which position correction information corresponding to the position of a segmented area where a visually handicapped person has been detected is placed is sent to only this segmented area. The white walking stick which the visually handicapped person is made to carry is vibrated in a mode corresponding to the position correction information in response to reception of the guide signal.
