A communications network for making information available to a one or more government agencies. The network comprises antennas on publicly operated facilities, transceivers for sending messages to and receiving messages from one or more of the antennas, routers responsive to messages received at the antennas for routing the messages on a network path to a desired destination, the routers also responsive to messages from a source on the communications network for routing the messages to antennas and wherein the routers are controlled to route the messages to a desired destination, the desired destination determined by the existence of a situation involving users who can benefit from the information in the message.
