The method for market primary frequency regulation through electric power users in freed markets for real electric power trade makes it possible for any electric power user to take a decision based on the technical and economic indices thereof and get prepared for free formation of an offer for sale of a regulating reserve for participation in the primary frequency regulation. The user negotiates and concludes a contract with the system operator on the technical and financial conditions, the procedures for engaging and granting a certain load to the user for automatic or manual operative regulation, for subsequent automatic or regulatory activation in case of frequency interference, as well as for arranging the mutual obligations (payment for the really granted participation in the primary regulation) in correspondence with the technical and market rules and norms.
