The present invention refers to a technological system for recognizing the plates of vehicles travelling by highways and roads in order to measure the speed at which the same are travelling by detecting the plates thereof. The inventive system comprises four structural modules interacting therebetween, a module for recollecting global data detected by a camera (9), which detects the plates of the vehicle that has passed by said module, the camera being connected to a computer (7), where the camera image is detected and a text file generated including the information of the plate image, event, coincidence percentage, date and hour at which the vehicle passed, the information being stored. The computer module (1) acts as a second module for collecting global data detected by the camera (4), this latter element being coupled to the computer (1), and having a support (2), said camera detecting the plates of the vehicle passing by module two, while the computer detects the image of the cam era and generates a text file including the information of the plate image, event, coincidence percentage, date and hour at which the vehicle has passed.
