A manufacturing method of a high-performance industrial sheet for new material by using palm fiber is provided to improve and to adjust properties thereof easily according to treatment methods by using special binding materials and a touch improving agent. A manufacturing method of a high-performance industrial sheet for new material by using palm fiber includes: a mixing step for pulverizing and mixing palm fiber or EFB(empty fruit bunch) and fiber uniformly; a palm and fiber coupling step for improving coupling capacity by injecting adhesive binder; and a softening agent adding step for dispersing a softening agent into the inside and outside of the coupled palm and fiber. In the coupling step, EVA emulsions having differing viscosities and solid powders are added and mixed to improve the coupling property of the palm and fiber.
