A kind of system issued after the processing of application for a smart card is arranged to enable user downloading and using smart card (such as a discount at any time, mileage, point, and information retrieval) a desired service information, and a card corporate server is enable to promote the use of smart card after smart card is issued to user by providing a user different service entry. One receiver is received test questions choice signal from a client. One analyzer analyses whether to be classified the service entry being received described in application of IC cards discovery corresponding with the service entry being received. When corresponding application of IC cards is not found, a generator generates application of IC cards corresponding with the service entry being received. When corresponding application of IC cards is found, corresponding application of IC cards is extracted from a service entry application database in a storing part. One transmitter transmits application of IC cards extract or generation to client.
