An apparatus for time synchronization and basis phase detection is provided to detect a standard image at various locations, even when a satellite signal is received, by performing a voltage and a phase based on a current time synchronized with a GPS(Global Positioning System) time. When a time mark is normally received, a predetermined signal is transmitted to an arbitrary image detector. The received time mark signal and time information are transferred to a dividing circuit, so that an accurate current time is maintained. The current time is delivered to a DSP(Digital Signal Processor) circuit(40) and a controller(50). The controller instructs a detector(30) to detect a phase angle after a pre-programmed time, when a normal operation is maintained. The detector detects voltage phases of respective phases, when the instruction is received from the controller. The detector generates the phase angle and delivers the phase angle to the DSP circuit. Real-time data which is transferred from the DSP circuit, is stored in a storage unit(60).
