An apparatus and a method for providing a wireless Internet access service using a fixed/mobile BWA(Broadband Wireless Access) scheme are provided to solve the dissatisfaction of users in economical efficiency, lack of frequency resources, and difficulty in network construction in the case of implementing and servicing a fixed BWA network and a mobile BWA network independently by acquiring the access environment information of a subscriber terminal, comparing it with a reference value, and allocating a fixed BWA line or a mobile BWA line according to a comparison result. An apparatus for providing a wireless Internet access service using a fixed/mobile BWA scheme comprises a fixed BWA unit(31), a mobile BWA unit(32), a network interworking unit(33), and a control unit(34). The fixed BWA unit allocates fixed BWA lines. The mobile BWA unit allocates mobile BWA lines. The network interworking unit interworks with an Internet service provider server. In the case of allocating or withdrawing fixed/mobile BWA radio resources for subscriber terminals, the control unit manages spare fixed/mobile BWA radio resources, based on the allocated or withdrawn resources. The control unit communicates with a subscriber terminal which is located within the coverage, acquires the access environment information of the subscriber terminal, compares the acquired information with a reference value, and allocates a fixed or mobile BWA line through either the fixed BWA unit or the mobile BWA unit according to a comparison result.
