A composition for improving skin conditions comprising matrine or oxymatrine is provided to have whitening effect of inhibiting melanogenesis, improving skin damage caused by UV, promoting hair growth or preventing hair loss through molecular mechanism such as collagenase activity inhibition and collagen synthesis promotion, thereby being safely applied to a cosmetic composition or a pharmaceutical composition with no cytotoxicity and skin side effects. A composition for skin whitening, preventing hair loss or promoting hair growth comprises matrine or oxymatrine as an effective ingredient, wherein 0.0001-10 wt.% of the matrine or the oxymatrine regarding the total composition is included. The composition is a cosmetic composition such as solution, suspension, emulsion, paste, gel, cream, lotion, powder, soap, surfactant-containing cleansing, oil, powdery foundation, emulsion foundation, wax foundation and spray or a pharmaceutical composition.
