A device for fixing reinforcing bars to the planned location for preventing reinforcing bars arranged to cross each other in the latticed shape from being influenced by dispersion by follow-up work in reinforced concrete at construction work, or, a device for fixing a precast concrete member to the planned location by applying the same method to a reinforcing bar projected to a precast concrete member is provided to make a high-quality reinforced concrete structure effectively by arranging reinforcing bars precisely, to supplement anchoring resistance using a reinforcing bar at the intersection in a space which is unable to secure the anchorage length of a reinforcing bar, to fix a precast concrete member to the planned location strongly and exactly, and to fix exactly without the change of location due to working load until the assembled precast concrete member is cured completely after placing cement grout or concrete. A device for fixing reinforcing bars to the planned location for preventing reinforcing bars arranged to cross each other in the latticed shape from being influenced by dispersion by follow-up work in reinforced concrete at construction work, or, a device for fixing a precast concrete member to the planned location by applying the same method to a reinforcing bar projected to a precast concrete member comprises a lower compression plate and an upper compression plate having a concave arc-shaped cross section suitable to make direct contact to the outer circumferential surface of a reinforcing bar and to compress the reinforcing bar, an upper clamp body and a lower clamp body connected to the upper compression plate and the lower compression plate to support the compression plates and to receive external force for compressing the compression plates to the reinforcing bar directly, connected with each other by a connecting pin in a pin structure at one end and opened at the other end, a connection body connecting the clamp bodies placed on the crossing reinforcing bars respectively and having a pin structure for keeping the clamp bodies at right angles and rotating vertically, and a connection connecting pin fitted to the pin structure of the connection body.
