A marine traffic safety information management system for gathering and relaying marine information and a distress-signal based on a complex communication method are provided to increase a rescue rate by interlocking a vessel passing system mounted on a vessel and a rescue alarm attached to a life jacket. A nautical mark control device(100) is included at a nautical mark, gathers and transmits marine traffic safety information, and controls the nautical mark by receiving a control command from a local control server(110). The local control server receives the marine traffic safety information transmitted from the nautical mark control device and transmits the marine traffic safety information to a central control server(130) and a control terminal(140), and controls a corresponding nautical mark control device by receiving the control command transmitted from the control terminal. The central control server stores information about the nautical mark control device and the local control server and stores the marine traffic safety information by receiving the marine traffic safety information transmitted from the local control server. The control terminal receives and marks the marine traffic safety information transmitted from the local control server and transmits the control command by a manager to the local control server.
