A concrete or mortar composition for noise insulation and a method for improving noise resistance of concrete slab floor-ceiling by using the composition are provided to reduce preparation steps of concrete or mortar for noise insulation so as to reduce preparation cost and time and to improve compressive strength and impulse noise resistance of the prepared concrete or mortar by employing styrene-butadiene synthetic rubber latex combined with surfactant for the concrete or mortar composition. A concrete or mortar composition for noise insulation comprises styrene-butadiene synthetic rubber latex(SBR) that comprises anionic surfactant and nonionic surfactant in the ratio of [1:9]-[9:1] by weight, and the composition is laminated on concrete slab in a thickness of 3-10cm. The anionic surfactant is at least one selected from a group consisting of olefin sulfonate, alkylbenzene sulfonic acid, alkyl ether sulfate, cocoyl isetionate and lauroyl sarcosinate. The nonionic surfactant is at least one selected from a group consisting of glyceryl ester, amine oxide, alkanol amide and sorbitan ester. The composition laminated on the concrete slab forms plural proximal protrusion. The composition for noise insulation optionally comprises fiber selected from polypropylene, polyester, nylon and acrylic fiber. The composition optionally comprises 0.2-1.5 parts by weight of silicone wetting agent or hydrocarbon wetting agent with respect to 100 parts by weight of styrene-butadiene synthetic rubber latex. The composition optionally comprises 1-15 parts by weight of at least one organic binder selected from a group consisting of acrylic acid, acrylic acid copolymer, vinyl acetate, vinyl acetate copolymer, polyvinyl alcohol and vinyl acetate. The composition optionally comprises 3-5 parts by weight of gypsum or waste gypsum.
