The system has an environmental energy sink (5) regulated by a natural cooling reservoir with a lower temperature than outlet heat carrier temperature of a roller shaped or packet shaped capillary tube mat module (1) that is arranged in a building (14). Temperature of rear flowing heat carrier in the sink is decreased through a heat output. The carrier in the sink is exchanged with the lower temperature. The module is drained by water, and the heat carrier temperature rises through heat absorption at the building. An independent claim is also included for a method for utilizing a building cooling system by using an environmental energy sink.
