The device determines an optimal waiting period based on an inquiry rate measurement with inquiries obtained by receivers (4) over an observation period with a data providing device (2) according to data. Data rate available in a point-to-point-network (3b) is controlled such that a minimum response time for a hybrid data transmission network and required control rate for response of the inquiries and for distribution of a data load on a point-to-multipoint network (3a) and the network is based on the determination of the period and the rates in the networks. An independent claim is also included for a method for controlling digital data in a hybrid communication network.
