The blade is provided in an area of a blocking angle in a dam of a river, where water cannot be discharged for increasing water line and potential energy. A concrete-river bed is designed such that a water level difference is made between a turbine inlet and a turbine outlet. The river bed has a circular profile with radius of a turbine in an area of the blocking angle. A dimension of the blocking angle depends on speed of the river such that the blocking angle is lowered when the speed of the river increases.
