The device has a hydrogen/oxygen-high temperature steam heater (4) for combustion of hydrogen and oxygen, which are generated by hydrogen and oxygen production systems (2, 3), respectively. Inlets of the heater are connected with outlets of a steam boiler (1) and the production systems. An outlet of the heater is connected with an inlet of a steam turbine (5). The outlet of the hydrogen production system is connected with an exhaust gas boiler (8) for exhaust gas. An outlet of the boiler is connected with an intermediate inlet of the turbine or of a cooling system of the turbine.
