The method involves assigning a pixel movement phase value to a pixel of a current frame of digital video images based on comparison of a current frame`s pixel with a preceding frame`s pixel. A pixel block movement phase value is determined from the pixel movement phase value, for a block of pixels of the current frame by a motion detector (21). The current frame is divided into a region based on the determined value by a statistics and segmentation unit, where the region has an integral number of blocks. A region movement phase value is assigned from the block movement value to the region.
