The device has a reservoir (1) provided in form of a bomb containing a liquid e.g. water, or a retarding product. A body (3) is stowed to the rear from the reservoir and supports control surface mechanisms (4) that permit to direct the device in its displacement towards the ground, on two axles. The body comprises a parachute that decelerates the device before a point of instantaneous and pressurized diffusion of its content on a target. The body has electrical and computing equipments that perform a task. A computing system has global positioning system to receive satellite data.
