The system has a paper map (1) including a geographical representation of information with an orthogonal mark (2). A traffic lane has a distinct curve (4) that connects terminations (5, 6) to identify starting and ending of the lane on the map. A unique lane mark (7) with a punctual pattern, is situated on a plot of the curve. A data base marks the lane on the map by making position references in the mark (2) for the lane, where the database is in the form of written index in Braille format. The references have a unique and proper ordinate/abscissa part at the lane on the map. An independent claim is also included for a method of manufacturing a geographic information system.
