The panel has hollow tubes (4) arranged in a casing (2) side by side and sealed in collecting elements by a silicone base thixotropic glue, where the tubes are made of aluminum-base alloy or aluminum. A wall part (7') is provided in the each tube for forming large surface (6) of the tube, and fins (8) are arranged on an inner side of the wall part. The fins slide in an inner volume of the tube and increase a contact surface between a wall (7) of the tube and a heat transfer liquid e.g. glycol water, circulating in the volume of the tube.
